Are All Good Writers Born With Talent?

I'm interested in writing, but not sure I have the aptitude for it. Are all good writers born with writing talent?
Certain writers may be born with more talent than others, but writing is mostly learned through practice; talent often boils down to having the discipline to write regularly and frequently. Anyone with the energy and willingness to develop as a writer can learn the craft and become successful at it. It's also possible for a gifted and talented writer to lack the energy and persistence necessary to publish with any degree of success.
