How to Write a Book Proposal by Michael Larsen 

In your outline, avoid having all of your page counts end in five or zero. If you use just those numbers, if may seem like you are just picking the first number that leaps to mind instead of thinking through how long your chapters need to be. Using 19 or 21, instead of 20, will convince editors that you considered the length of your chapters with at least the same care as the numbers they will choose for their P&L (profit-and-loss statement) for your book.
