sorry to have to disillusion you, but publishers of picture books almost always assign their own illustrators and most won’t even allow a writer to submit any artwork with the text…

also, agents won’t take on a single children’s book, because they won’t make any money on it, compared to all the work they have to do to try to sell it to a publisher, if they can even do that…

thus, the best route for a new, unknown children’s book writer to take is to query publishers directly… you may find a rare one who’ll look at your art, but if you’re not a ‘name’ artist it’s unlikely any will be interested in anything other than the text…

so, your text should be extremely marketable… that is, not like anything already out there in the bookstores. tailored perfectly to the age range you’re targeting, and presented in a perfect professional quality ms…
