If you are eating a hot dog, it makes no difference where you start. But if you are trying to develop a cohesive story, then it makes sense to start with a good outline. From there you can work on it in modules, if you want.

Outlining is ONE way to write but it’s not the only way by a long shot. Plenty of writers (ever heard of Stephen King? 🙂 ) don’t plan their novels. Mr. King refers to it as excavating and compares it to uncovering a fossil. There is no right or wrong way. If it works for you, then it’s right. If it doesn’t, it’s not.
