I think the problem with this argument every time I hear it is that you’re assuming the manuscript and query stayed static during the course of the 22 submissions.  The reality is that as authors submit and get rejected, we tend to revise and tweak.  There’s a very good chance that the Harry Potter manuscript that got accepted finally looked very different than the very first one that was rejected. 

Now, it might not have happened like that.  We don’t know, though.  Those first 22 could very well have been versions that completely stunk. 

  Stephen King himself thought “Carrie” was so bad he tossed it in the trash. We are at times our own worst critics. He had someone who saw its potential.

Gotta believe in yourself somewhere along the way or what’s the point?

I honestly don’t think you, no matter how many magic wands you have can revise garbage. There has to be something there to begin with, and if the masses recognise it? I wouldn’t discount that…ever.
