If you really need an editor, an editor probably can’t help you.  Being able to revise, rewrite, and edit is part and parcel of being a writer.  Being able to use grammar and punctuation well are part and parcel of being a writer.

The only editor who can help you is the editor who works at the magazine or book publisher where you submit your writing.

If you lack the ability to revise and edit, you need to spend your money on learning how to do these things for yourself.  Paying someone else to do them for you only works if you don’t need the help in the first place.
