Like I said, there are differences of opinion, I never said certain folks weren't dogmatic about their choice.
Out of the first 10 hits on a google search of 'how to format scene breaks in manuscripts', 6 of them allow for alternatives to a #.
Here's one that suggests either alternative is acceptable, but only uses the # in short story submissions (scroll down to section breaks):
