Mystery Reader Needed - 1 time project

I finally have to seek help for my third novel. My first two novels are just fine. But now, I have a story that everyone loves - once they get into it. The first chapters, especially the very first, doesn't grab the reader. My readers, so far, only push through out of a favor to me. They all agree that Chapters 4 through 28 are great, it's just the beginning. I have rewritten the beginning a minimum of 16 times, and I can't get it right. I need the first 3 chapters to flow, grab the attention of the reader, and make them WANT to continue on.

Is there a habitual reader out there who can show me how I can change my dull, boring, beginning chapters and turn them into something riveting? I need someone who is familiar with mysteries and loves to read.

Your help would be grately appreciated, and if I can help you, please let me know.
