How do you find an artist to work with for a children's book

Hi,

As above!

I am curious to know what is the process like if you have a children's story, but you need an artist.

I read somewhere that the publishing house takes care of it and employs their own. Is this true?

Yes, trade publishers have their own artists or art department. Many guidelines I've seen specifically mention that they don't want to see any artwork with submissions. As always, there are exceptions, so read each agent's or publisher's guidelines carefully.
